• The share of MMC and FEC waste in the structure of all waste in Ukraine is dominant and grows constantly. Unfortunately, there are still no examples of a system solution of this problem by enterprises
• Recycling of MMC and FEC waste can be a powerful resource for road and construction industry development
• The government does not take stimulating measures and uses only punitive apparatus
• Enterprises don’t make considerable investments in solving this problem despite availability of proven industrial waste recycling technologies
• Market conditions & government regulation of the scrap market
